 l-blown RTO market with Day-Ahead and Real-Time (DART) markets for energy 
 and ancillary services\, Transmission Congestion Rights (TCR) and Auction 
 Revenue Rights (ARR) for congestion hedging\, reliability coordination\, r
 esource adequacy\, Balancing Authority Area (BAA) consolidation\, and join
 t transmission planning. Note that the SPP RTO West footprint will be join
 tly optimized with the SPP Integrated Marketplace footprint. \n 	Markets+
 : Right now\, four to 31 utilities in the West plan to join Markets+\, whi
 ch is a combined DART market with reliability coordination and resource ad
