Con esta serie de artículos me propongo compartir temas de interés para los nuevos participantes en el mercado mayorista de electricidad de México, así como para las compañías del sector eléctrico que están considerando su participación, ya sea directa o indirectamente, y para todos aquellos profesionales que tenemos un interés común en los mercados eléctricos.

Estos artículos no tienen como objetivo dar una versión exhaustiva de conceptos u operación del mercado, ya que considero que para ello existe material fantástico del CENACE con sus cursos y manuales del mercado. Mi objetivo es acercarme a temas de interés desde el punto de vista de los participantes del mercado, y utilizando la experiencia acumulada en el ya más de un año de operación del MEM, y mis quince años entregando soluciones a participantes en el resto de los mercados eléctricos de América del Norte.

Parte 3: Procesos críticos de negocio de un Suministrador Calificado: Administración de los Contratos de Cobertura

Esta es la tercera parte de una serie de cuatro entradas sobre los procesos críticos de negocio de un Suministrador Calificado.

 

En mi anterior entrada de blog describí los procesos de liquidación y facturación y los principales retos que deben afrontar los nuevos participantes del mercado. En esta entrada describiré el tercer bloque de procesos críticos del negocio de suministro calificado: la administración de los contratos de cobertura.

 

Administración de los contratos de cobertura

Los contratos de cobertura son transacciones bilaterales entre participantes del mercado (usualmente entre un generador y un suministrador), para la compra-venta de energía y servicios asociados (potencia, servicios conexos y CELs). Los precios contratados son acordados bilateralmente entre compradores y vendedores, o determinados a través de un proceso de subastas de medio y largo plazo organizadas por el CENACE.

Los contratos de cobertura pueden ser un instrumento eficaz para la mitigación del riesgo que genera la incertidumbre de los precios en los mercados de corto plazo en el suministro de energía eléctrica. Éstos no proporcionan en todos los casos una cobertura del 100%, por lo que es importante para los suministradores el considerar instrumentos de cobertura y estrategias de gestión de riesgos adicionales; de esto hablaremos con más detalle en otro artículo.

Las principales actividades para las que se tienen que preparar los suministradores calificados relacionadas con la administración de los contratos de cobertura son:

  1. Evaluación de posibles coberturas. Para esto es importante el tener la capacidad de modelar y simular el portafolio completo de activos de generación y contratos de la compañía, y efectuar estudios de largo plazo, para los que se requieren pronósticos de precios del mercado.
  2. Programación de los contratos de cobertura. Los contratos de cobertura se programan en el mercado a través de las transacciones bilaterales financieras (TBFin). Dependiendo de la naturaleza del contrato, eso puede requerir múltiples combinaciones de TBFin que se tengan que programar diariamente en los mercados MDA y MTR, con valores que pueden variar de hora a hora, y que pueden requerir de cálculos más o menos complejos. Este proceso es, en mi opinión, comúnmente infravalorado, y suele requerir de sistemas y métodos para su automatización.
  3. Liquidación de los contratos de cobertura. Es importante entender que además de la liquidación del CENACE, la mayoría de los contratos requieren ser liquidados y facturados entre las contrapartes. Este es un proceso adicional al de las liquidaciones del CENACE y también requiere de personal, procesos y sistemas para poder ejecutarse correctamente.
