About the presenters:
Khai Le is a well-known authority on market-based operations, portfolio optimization, bidding strategies, transaction evaluation, energy accounting, transmission billing, ETRM, and shadow settlements. For the past 46 years, he has worked closely with major utilities in North and South America, Europe, and Asia to implement software tools to support portfolio-optimization, bid-to-bill, ETRM, energy accounting, and transmission-scheduling workflows. As an engineer, Khai contributed significantly to the development and implementation of unit commitment software. Besides developing algorithms, he has worked very closely with utilities to meet real-life operators’ needs and bridge the gap between the real world and the theoretical world. He helped utilities set up effective training programs for operating and plant personnel, automate their man-machine interface to speed up data entry, add expert rules to quickly evaluate bidding strategies, and build web-based systems to broadcast critical market information.
He co-authored over 125 technical papers and articles, 24 of which appeared in the IEEE Transactions and IEEE CAP Magazine. Five of his papers received prize awards.
Justin Shearer joined the PCI team in 2013. Initially, Justin analyzed and developed settlements calculations in the SPPIM market. Shortly after he was promoted to SPPIM product owner in which he oversaw the end-to-end SPPIM solution. In 2015, Justin took over Product Ownership for the CAISO market in preparation for PCI’s entrance into CAISO EIM with Nevada Energy. From 2015 to 2022, he has been deeply involved in the creation and support of the PCI suite of products to EIM customers as the EIM footprint has rapidly expanded with Arizona Public Service, Puget Sound Energy, Portland General Electric, Sacramento Municipal Utility District, Salt River Project, Public Service of New Mexico, Avista, Tacoma Public Utilities, and Bonneville Power Administration. Today, he actively manages and participates in all phases of the customer experience: starting with pre-sales Solution Engineering, continuing into robust solution deployment through leadership of PCI’s Professional Services Organization, and completing with a customer for life mindset through leadership of the Customer Success Manager program at PCI. In his previous positions, Justin has been a quality assurance team lead for a multi-billion dollar hedge fund and a security class actions analyst for a leading financial services firm.
